Does Google count Dofollow Blogs comments links ?

Hi,

I have been asked if Google counts dofollow blog comments.
The answer is Yes, but…

• As with other links, it is not always clear which links will affect your pagerank.
• You should try to link from pages that have some content which resembles your website’s content in some way
• The anchor text on the link should be relevant to the text around it (10 words to each side)
• The anchor text on the link should be relevant to your website
